In this issue, a great deal of attention is paid to development programmes involving agriculture as a means of raising the economic potential of rural communities and thereby their living standards. Integrated rural development involves two fundamental components. human resources development and development of physical and social infrastructures for greater productivity and social justice. The Lagos Plan of Action for the socio-economic development of Africa which is discussed in this issue of Rural progress gives hope to rural communities in Africa. Rural progress recommends the Lagos Plan of Action as well as recommendations contained in the report of the third conference of African Ministers of social Affairs which took place from 8 to 10 October 1980.
