Abstract
The International Conference on water and the Environment held in Dublin in 1992 gave a signal and alerted the world of a future "water Shock, like the "Oil, Shock" that changed the course of the world events in the seventies. Dublin took a further important step in underscoring the urgent need to view water as an, economic commodity which could go a long way to reduce wastage that at times deprives cities up to 60 per cent of treated water. Dublin paved the way. by laying a sound basis for an action programme for water that was articulated in Agenda 21 adopted by 179 countries in the Rio de Janiero Earth summit in 1992.
