Abstract

In the background lecture and in the discussion which followed, we considered why it is essential that in all prevention and treatment programs for juvenile offenders, the efforts of our national governments must constantly be directed towards early detection of deviant or delinquent behavior among children, towards proper and due diagnostic measures and systems which would unravel the factors involved, so that due and proper treatment measures could be applied to correct the particular deviations, before they express themselves in manifest or more serious delinquency.
