This technical study, prepared for the Executive Secretary's Working Group on Administrative Reform, addresses the structural, procedural, and operational constraints in personnel management within the United Nations Economic Commission for Africa (ECA). It highlights the need for a comprehensive personnel management reform to enhance efficiency and effectiveness. The study identifies major issues such as the legalistic approach to personnel problems, inadequate career planning, and the need for improved recruitment processes. Recommendations include decentralizing personnel functions, simplifying work processes, and adopting a proactive approach to staff selection and career development.
