The Ministers launched a special appeal to the World Bank not to disengage from UNTACDA II activities, but to maintain high level of involvement in and contribution to its program. A two-day meeting of the Conference of African Ministers in charge of Transport and Communications took place at Africa Hall, ECA's Headquarters on 1995. The purpose of this meeting was mainly to assess the progress so far achieved after four years of implementation of the Second United Nations Transport and Communications Decade for Africa (UNTACDA II).
