Born out of the merger of the Millennium Partnership for Africa's Recovery
Programme (sponsored by Presidents Mbeki, Obasanjo and Bouteflika) and the OMEGA Plan
(sponsored by President Wade), the proposed New Initiative for Africa adopted by the recent
Summit of Heads of State and Government of the Organization of African Unity (OAU)
constitutes a specific agenda for African development in the initial decades of the 21st
century.
