In this paper, it aim to characterize the Higher Education sub-sector in Africa. It also review the potential for the use of Information and Communication Technology (ICT) to increase the supply of the services in the 21st Century. Aware of the growing complexity and diversity of modern higher education system, the concept of the sub-sector as applied here encompasses all the formal post-secondary institutions, diploma and certificate granting programs. It review the performance of sub-sector within a set of variables, namely access, financing, efficiency, private participation, curriculum development and the use of Information and Communication Technology.
