The development challenges and constraints facing the majority of African countries in the new millennium are complex and multi-dimensional-involving economic, socio-cultural, political and environmental factors; In terms of human development, socio-economic indicators depict a worsening situation, reflecting an increased number of Africans living in poverty and the impact of the HID/AIDS epidemic.
