The Ministere de I'Hydraulique et de l'Environnement drew up a document entitled guidelines for the use and Management of Water Resources in the Niger, which was adopted in 1992 by the Government. This government reference document, completed at legislative level by Order No. 93-014 of 2 March 1993 entitled Water Regime in the Republic of the Niger, essentially defines national policy in this field on the basis of a complete diagnosis of the hydraulic situation (availability of water resources and water requirements) as well as of the evolution of possible uses of water resources. This policy, underpinned by strategies founded on the social realities in the Niger and the experience acquired in this sector, sets medium- and long-term objectives that fit perfectly with the country's priorities for socio-economic development. The activities, which are thus assembled into a consistent framework, cover both information and development of water resources as well as the institutional context of the latter's management for a total investment of 71 200 billion FCFA by the year 2000.
