The variable rainfall patterns across much of the African continent significantly impact the hydrological cycle, affecting water levels in lakes, rivers, and aquifers. This variability complicates water management, including optimal storage, allocation among competing uses, and long-term planning. The Sub-Saharan Africa Hydrological Assessment Project highlighted key challenges: declining hydrological services, lack of skilled manpower, inadequate equipment maintenance, security issues, and weaknesses in groundwater studies. Economic difficulties and insufficient awareness of the value of hydrological data were identified as major contributors to these challenges. Network planning for hydrological monitoring must balance immediate project needs with long-term national requirements, such as trend detection and risk minimization. Existing networks often face budget cuts, leading to long-term inefficiencies and increased uncertainty in design optimization. The economic value of hydrological data is challenging to quantify but is crucial for decision-making, particularly in drought management and flood risk assessment. The dynamic value of water increases as demand grows, highlighting the importance of robust hydrological networks.
