With the increasing, international focus on results-based management, national policy-makers and the international development community have become increasingly aware that good statistics are part of the enabling environment for development. Strengthening statistical capacity is therefore essential to support the design, monitoring, and evaluation of national development plans, including poverty reduction strategies, sector strategies, and the Millennium Development Goals (MDGs).
The overall objective of the Reference Regional Strategic Framework (RRSF) is to improve development outcomes and good governance by strengthening national statistical systems in Africa. The overall strategy to achieve this objective is to develop a national strategy for the development of statistics (NSDS) based on the principles developed by PARIS21 partnership. Statistical planning is not new in Africa. But the national strategy for developing statistics is a new benchmark in statistical planning
