L'lSSEA est un établissement public inter Etats doté de la personnalité morale. Il est mis en oeuvre dans le cadre des organismes specialises de la CEMAC et beneficie de l'assistance logistique et pédagogique du CESD. Un Etat tiers peut béneficier des services de l'institut suivant les modalités determinées par le Reglement Interieur.
