Abstract
This memorandum outlines the contributions of the Economic Commission for Africa (ECA) to the implementation and mid-term review of the United Nations Programme of Action for African Economic Recovery and Development (UN-PAAERD) for the period 1986-1990. Convened in Niamey, Niger, from April 14 to 18, 1988, the African Ministers responsible for Economic Development and Planning reviewed the progress made in implementing the UN-PAAERD and emphasized the need for continued support from both African nations and the international community. The document highlights the importance of policy reforms, resource mobilization, and the integration of human factors in development strategies. It also discusses the challenges faced, including economic stagnation, external debt, and the need for a comprehensive approach to resource needs.
