The mission was requested to critically assess the debate on Seychelles1 recent initiatives on economic cooperation and integration and to examine the factors that should determine the country’s participation in the various regional organizations and initiatives in the Eastern and Southern African region and the Indian Ocean. As part of its terms of reference, the mission was required to evaluate the ministerial mechanisms for the management of economic integration at the national level.
