This edition of the African Governance Newsletter comes against the backdrop of the 10thAnniversary of the African Union and its response to the persistent drought and famine in the Horn of Africa. As the Continent reflects on the journey of the African Union and continues with the debate on how to enhance its efficiency and effectiveness, assessing the AU's response to the crisis seems steeped in the narrative that the organization is on a permanent back foot in dealing with crisis and emergency situations.
