Abstract

The document is presented as basis for securing the balance of UNDP funding committed for the period May to December 1977 pending the preparation and approval of a project document for the longer term period 1977-81, and incorporate the preparatory assistance approved by UNDP on 7 June 1977 for the period January to April 1977 in the amount of $90, 776. the purpose of this document is to amend and update the product executed by the participating governments, UNDP and ECA in September 1976 (RAF/75/048/A/01/01) to reflect the following major developments: Resolution 311 (XIII) of the ECA Conference of Ministers meeting in Kinshasa in February 1977 which recommends that the policy organ for the MPOC should be the Ministerial Council of ECOAS and its appropriate committee of officials.
