Abstract
This technical publication, prepared by the United Nations Economic Commission for Africa (ECA) and the Food and Agriculture Organization (FAO), outlines guidelines for agricultural development planners and policymakers in Africa. It emphasizes the need for mobilizing and efficiently utilizing domestic resources to implement agricultural investment programs and projects. The document discusses ongoing policy issues related to resource mobilization, including the establishment of agricultural financial institutions, fiscal and macro-policies, interest rate policies, exchange rate policies, and marketing strategies.
