Decentralization has been advocated for decades as political/administrative approach that will promote development. The paper adopts working definitions of decentralization and sustainable development, and explores the theoretical relationship between the two concepts. The author then considers post-independence experience in Africa, with focus on outcomes and results. Attention is devoted to identifying the principal weaknesses, obstacles, and constraints associated with decentralization efforts in Africa. Finally, the paper considers prospects that devolution can provide viable alternative to privatization as an approach to enhancing local capacity for sustainable development.
