The importance of the ECA advisory mission to the two Regional African Institutes of the Pan-African Institute for Development (PAID) to undertake an institutional and programme analysis of the Institutions can be understood by examining the historical background and evolution of PAID. The Regional Institutes of PAID were established to promote and enhance socio-economic development in Africa through the training of development agents and undertaking applied research, consultancy assignments, publications and providing support services to African governments and institutions. The activities of the Regional Institutes of PAID were to serve as a means of bringing together socio-development actors, from different origins, with the main objective of facilitating exchange of experiences and the enrichment of each other through direct contact.
