At the request of the Somali Government through the Ministry of National Planning and Juba Valley Development" the training workshop on human resources planning systems, processes and techniques was held with the assistance of the United Nations Economic Commission for Africa. The overall objective was to enhance and strengthen national staffing and institutional capabilities for manpower data gathering and the formulation and administration of human resource development and utilization policies , programmes and strategies. To achieve the objective. six papers on relevant topics were presented and discussed over a four working-day period. Two smaller working groups were formed to review respectively existing institutional arrangements and to consider policy options towards the localization of the workforce and reduction of the outflow of technically qualified Somalis. A field visit to two industrial enterprises was also undertaken where participants observed approaches to human resources management within an establishment.
