Number four in the series of monographs on Human Resources Planning in Africa is based on the documents and reports of a nine-day seminar on Manpower Planning and Utilization held at the African Institute for Economic Development and Planning (IDEP), Dakar (Senegal), from 6 through 14 October 1969. The monograph is in three parts. Part I contains thirteen working papers on various aspects of manpower planning and manpower utilization problems. Three short Syndicate Reports are contained in Part II. The final Part III lists the conclusions reached and the recommendations made by the Seminar.
