This report presents the findings and recommendations of Team 2 of the United Nations Economic Commission for Africa (UNECA) regarding the rationalization and harmonization of ECA-sponsored institutions focused on industrial development services in Africa. The mission, conducted from February to March 1997, assessed six institutions: ARCT, ARCEDEM, ARSO, AIHTTR, ARIPO, and ARCSE. The report outlines the background, objectives, and methodology of the mission, followed by an on-the-spot assessment of each institution's mandate, resources, strengths, weaknesses, and opportunities. Key findings indicate a general consensus among member states for rationalization to enhance efficiency while maintaining the identity of individual institutions. Recommendations include establishing a consolidated regional center for technological transformation, improving financial sustainability through diversified funding sources, and enhancing linkages with the private sector. The report emphasizes the importance of monitoring and evaluation mechanisms to ensure the effectiveness of the proposed changes.
