To help African countries fill this gap, ways must be found to improve existing management development institutions 50 that they are better able to help managers to improve organizational performance in both private and public sectors. Such institutions must adopt approaches that are results-oriented in close collaboration with associations of employers and sectoral enterprise groups. They should concentrate on vital but often neglected and hard-to-reach sectors such as small enterprises and on difficult problems such as public enterprises and rural development. Such programmes must concentrate on improving productivity and competitiveness, and creating backward linkages to agriculture and forward linkages to generate export earnings.
