This statement presented by M. Philippe de Seynes under secretary for economic and social affairs at the second session of the commission. The representative on his statement outlined that the economic survey of Africa since 1950 submitted to the commission contains invaluable information about the present economic structure of the continent. The survey makes clear is that although industrial development has contributed substantially over the past ten years to the growth of production and employment a large proportion of the income derived from the primary sector continues to be spent on the import of manufactured goods because there is no local production. This schematic analysis of the basic characteristics of African development serves to underline the dual role of the commission.
