The African States are obviously, aware that they must join forces so as to engage vigorously in the struggle to speed up their economic and social development as the first condition for the achievement of our ends, is an undoubted stimulant to our activities in this sphere. This tendency came to the fore during the work of the seventh session and inspired the new policy in the activities of the commission, namely, of promoting the establishment of working parties, rescinding the decision to set up standing committees, deciding to meet for sessions once every two years, and organizing sub-regional meetings. In this context, therefore, and on the basis of these signs of economic cooperation, consideration was given to creating multilateral machinery for economic integration, covering in particular the sub regions. The paper entitled “proposals for the establishment of sub regional inter-governmental machinery for economic integration in east Africa” was worked out with these favorable conditions in mind.
