The continent's economic, ecological and demographic problems together
with the pressure towards economic and political reforms, however, imply that African public services must discharge their responsibilities in close collaboration with non-state (or civil society) organs, citizen groups and actors in the international
arena. A primary challenge which these public administration systems (PAS)face in Africa is that of raising the quality of the services they provide in an era of profound economic, social and political changes which have lent greater weight to citizens' expectations of, and demands, on public agencies.
