The attention of the group is drawn to the fact that profound knowledge of organization structures although indispensable for achieving goal does not secure sufficient guarantee for effective result of O &M operation. There are other dominating factors deserving thorough consideration even more important than knowledge perhaps is the mental disposition of the O&M specialist and there is no exaggeration in the statement that many deceptions in the field of organization improvement are due to the fat that the mental approach to problem and situations proved to have been deficient.
