Abstract
Up to the middle of the 1980s. lack of good governance. political stability, inadequate policy and regulatory framework contributed largely to the economic stagnation in Africa. This was particularly critical for the mineral sector due to the fact that exploration and mine development are expensive and are long term pay-back venture. The international mining enterprises were reluctant to fully invest in the mineral sector of the region.
