This Resolution adopted by the Conference of Ministers 218(X). Africa’s strategy for development in the 1970s. the representatives of African countries fully aware that, having adopted the principle of self-reliance as their theme, the primary responsibility for development of the countries concerned rests on them. Bearing in mind resolution 187(IX) of February 1969 on commemoration of the tenth anniversary of the Commission and resolution 189(IX) of 10 February 1969 on the organization, structure and function of the secretariat of the commission. convinced that the international community has an obligation to create conditions under which African countries will have the means and the opportunity to develop their respective resources to enable their peoples to lead a life free from want and fear.
