Abstract
The purpose of the reform of the Regional Commissions was to strengthen ECA to continue in its role as a major facilitator and promoter of economic and social development in Africa. The reforms implemented by ECA have encompassed three dimensions: programmes and priority setting, institutional and organizational restructuring and managerial strengthening. An objective analysis of Africa's development challenges and opportunities vis-a-vis ECA's core competencies led to the adoption of a streamlined new programme structure with a consolidation of themes from nine in the 1992-1997 medium-term plan to five in the programme for 1998-2001.
