Economic and functional reclassification of central government expenditures for the year 1960

Abstract
The present reclassification of the expenditures of the Government of Liberia for the colander year 1960 is primarily descriptive, mainly because such a classification is not presently used for either policy making or for budget administration purposes. The economic classification of Government of Liberia transaction accounts. The purpose of classification, the broadest possible concept of capital was taken; all expenditures for buildings, plant and equipment, all expenditures for transportation equipment, and expenditure for furniture and fixtures were taken as capital expenditures. All expenditures on roads were taken as capital expenditures, with the exception of certain central administrative expenditures of the department of public works and utilities. Some items of no specific purpose were left in “Other” categories: example, the presidential yachts, the Liberian Information Service, etc. in more detailed presentation, one may note that many organs of government were left intact, but that these were usually bureaus within departments, rather than the departments themselves.
