The theme of the Twenty-ninth Session of the Commission, Twentieth Meeting of the Conference of Ministers in 1994 was Building Critical Capacities in Africa for Accelerated Growth and Sustainable Development. The Conference undertook an in-depth examination of issues of capacity building and utilization in eight areas of priority in Africa's development. The
issues discussed were: Critical capacities in support of good governance, human rights, political stability, peace and security in Africa; Critical capacities for effective socioeconomic policy analysis and management; Building, strengthening and effectively utilizing human capacities for sustained development in Africa; Developing entrepreneurial capacities for public and private sector enterprise.
