The meeting was called under the authority of paragraph 61 of the Report of the first session. The officials participating in the meeting described the state and methods of development planning, and the main problems and difficulties arising, in their respective countries and territories. As a result of this exchange of country experience, the meeting concluded that all the countries and territories represented had found techniques of development programming fruitful, that all of them tried to go beyond the formulation of individual projects, and that all of them intended to elaborate development programming in the direction of more comprehensive programs as fast as improvements in information administration, and economic experience permitted.The Executive Secretary should establish and develop a system of advisory services to members and associate members on the techniques and problems of development programming, and should arranges for meetings of experts and officials responsible for the execution of development programs and should arrange for training in the techniques of planning.
