The purpose of this paper is to elaborate on the nature some and orientation of an expanded training and fellowship programme for African prepared by the ECA the five -year period 1978-1982 and to outline the manner of financing and operating the programme a further purpose is to enable the executive committee to consider the programme advise on it and endorse it for implementation.
