The formulation of a medium-term plan is quite incomplete unless it includes, besides sectorial or regional targets (always somewhat vague because of the time horizon of the plan, very specific projects which are to be implemented during the first two or three years; and that conversely a juxtaposition of projects, though all advantageous, is not in itself sufficient to transform the structure of an economy: these projects must also form part of a strategy featuring particularly medium and long-term sectorial or regional targets. There is therefore no contradiction between "target plans" and "project plans" but rather COMPLEMENTARITY: targets can only be turned into realities through the projects envisaged, and the projects themselves can only be properly evaluated through the development strategy adopted.
