The twelfth and thirteenth sessions of the ECA Conference of Ministers took far-reaching political decisions when it adopted resolutions 280 (XII) and 313 (XIII) concerning the introduction of remote sensing technology into Africa. The successful implementation of the projected remote sensing programme in the continent will depend on the provision of adequate resources in terms of both manpower and finance as present expenditure estimates indicate indicate an attempt is made in this document to explain how African Governments, assisted by bilateral and international agencies can provide the necessary resource to introduce the new technology into Africa.
