dc.description.abstractMost African countries are confronted with the problems of training their nationals for higher civil service grades. From the medium civil service grades upwards the regulations adopted by several African states lay down requirements as to school or university qualifications, which permit little flexibility, even during the transitional period generally admitted by those regulations. In the following paper details are given concerning the programs already carried out, experiments now being made and other plans envisaged.en
