Resolution 3 of the Conference of Finance Ministers which entrusted the Committee of Nine to carry out the work preparatory to the establishment of the African Development Bank requested that Committee to draft, inter alia, a “Headquarters Agreement” for the Bank. The paper prepared with a view (a) to outline the part which a Headquarters Agreement will play within the general framework of immunities, exemption and privileges of the African Development Bank and (b) to set out the principles that should govern its negotiation and its basic contents.
