The Charter of OAU provided the Secretariat in Article II with a mandate to co-ordinate and intensify the African countries' cooperation efforts to achieve a better life for the people of Africa. the decisions and recommendations of the African representatives in the different social and economic international organizations were communicated to the CAU political bodies for adoption and for giving them continental acceptance and the necessary political backing. The sessions of the Council of Ministers are adding every day to the responsibilities of the OAD in the economic field. The memorandum. Gives the General Secretariat of the OAU clear and straightforward directives as to what is to be expected from it in these fields. The presence of OAU in all the African groups in the different economic and financial institutions provides it with an excellent opportunity to co-ordinate and provide information to the different groups on matters considered by other groups and of relevance to that particular group.
