The basic problem of development planning is the organization of resources for growth. The problem which development planners face in under-developed countries is four-fold. They frequently lack the signaling system which a well functioning market provides; they also lack the institutions by means of which ideas which might crystallize can be put into practice and in under-developed countries there does not exist a sufficient number of people who can take the place even of a crudely working price system and finally, basic information of a technical sort, particularly with respect to agriculture, is frequently enough not there, or is available only in a form in which it is not usable.
