This project was consigned to an annex to the Interim Plan because of its exceptional scope and the uncertainty about its financing and the time-table for constructing the individual components of the industrial complex associate with the Kouilou dam scheme. No appropriation has been made against the country's equipment budget pending a decision on the project as a whole. A long-term programme is in fact involved, which could spread over two or three five-year plans. Means of financing the scheme are being sought.
