This issues paper provides a basis for discussion on a new and more effective approach to strengthen the growth-employment-poverty reduction nexus, which has been largely overlooked in policy formulation and implementation over the past three decades in most African countries. Experience from Africa and elsewhere suggest that comprehensive development planning that embodies well-designed and implemented sectoral (especially industrial) strategies as well as policies to address labour market failures and stimulate private sector investment, productivity and employment are essential if Africa is to achieve high-level sustainable growth and reduce unemployment with special attention to vulnerable groups. This new alternative employment-sensitive growth and development framework should be owned, implemented and monitored by both state and non-state stakeholders. In addition to long-term measures, the framework must also include countercyclical strategies to reduce the vulnerability of domestic institutions to external shocks.
