Abstract
The tremendous expansion of, and technological advances in, mass communication media facilities and infrastructure on a global scale, is one of the most important developments in the decades since world War. Significantly, the period is· also marked by a considerably widespread belief and indeed demand - by governments, international organizations and scholars that the media of mass communication can and must play a role in the processes of socio-economic development.
