Development of the iron and steel industry and related metallurgical facilities in the Lusaka MULPOC countries is very fundamental to the establishment of an industrial base in the subregion and is addressed to the need for self-reliance and self-sufficiency in carbon steels which are currently imported in large quantities. Carbon steels are required for infrastructural and industrial construction, as well as for the maintenance of existing industrial capacities. The report of the second Intergovernmental meeting of experts document ST/ECA/INS/7 was submitted to the fifth meeting of the Lusaka-based MULPOC council of Ministers held in Lusaka, 24-25 March 1982.
