The Economic Commission for Africa (ECA), during its fourth session, adopted Resolution 57(IV) addressing the impact of European economic groupings on intra-African trade. The resolution emphasized the importance of establishing organized markets for principal African commodities to ensure stable and remunerative prices, thereby safeguarding export incomes. The ECA requested the Executive Secretary to conduct a study on the conditions under which exporting and importing countries could organize international markets for these commodities, aiming to enhance regional efforts and extend benefits to all concerned African nations. This resolution was further discussed at the African Meeting on Commodity Stabilization in Lagos (1962), which concluded that regional efforts alone might not suffice due to competition from non-African producers.
