Some observations on the principal cuases of port congestion in developing Africa

Abstract

This statement is very logical because, on the ono hand, a port is complex structure and there is direct interdependence between all the port operational sectors and their capacities, at least as far as cargoes and ship handling is concerned. on the other hand, the performance of each port is greatly affected by the 0perational activities of shipping and inland transport, forwarding agencies and customs, documentary and accounting procedures, and so on. The second document gives a thorough and detailed analysis of the subject, and may represent a good background for discussion of the problem of port congestion. However, the basic approach to the problem given in the introductory part of the document seems dubious.
