Abstract

This preliminary assessment of the performance of the African economy is of special significance because we have, mercifully, witnessed not just the end of a year but also the end of a decade. Thus, as we say farewell to 1989, undertake our usual annual stock-taking of the economic performance of the African economy and examine the prospects for the new year, it is meet and proper that we place such an evaluation and appraisal in the proper perspectives of the tumultuous decade just completed and the new one just begun.
