The purpose of this paper is to examine various programmes designed in the United Republic of Tanzania to assist out-of-school youths, and more specifically, girls, in acquiring skills through non-formal educational. programmes and, consequently, to help them in finding employment in Dar es Salaam. The study has relied on three principal sources: Data obtained through oral interviews with co-operative members, progr8lllille participants and city-level co-operative leaders; Observation of participants at work and Records held at various departments of the Dar es Salaam City Council.
