The scope of this paper is to ensure that the discussion is conducted at practical level, Tanzania approach is taken as an example to illustrate the principles involved. In this paper, it is proposed firstly to briefly review the development prospects prior to independence; secondly outline the experience gained up to 1966; and finally the principles underlying the change of strategy which was introduced in 1967 by the Arusha Declaration and subsequent measures which clarified the Government policies for Rural Development. In conclusion it was hoped to achieve the objectives of transforming the rural society in Tanzania in planned development the implementation of which depended on external financial support.
