The Declaration and Plan of Action on the Establishment of a New Economic Order, and various other resolutions of the General Assembly and other United Nations bodies (General. Assembly resolution 3362 (S-VII) of 16 September 1975) propose the rearrangement of the international economy. The prevailing economic order has evolved over decades and even centuries. Its main characteristic is inequality, as reflected in the dependence of the countries which produce primary products on the industrialized countries, with the major share of the profit accruing to the latter. This monograph is based on research findings and analyses, knowledge gained by ECA staff through experience in the field over more than a decade, and recommendations of regional conferences.
